II. GENERAL DEVELOPMENT OBJECTIVES

Quil Ceda Village will become a unique Master Business Park, distinguished from other business & industrial parks within the Snohomish County area. The distinction of Quil Ceda Village begins with its concept as a series of retail, entertainment, business and light industrial “estates” situated within a unified landscape and environmental setting. This concept will be realized through an emphasis on quality site planning, architectural self-sustainability – environmental diligence, landscape, sign, and lighting design.

The following general objectives are proposed:
  1. Encourage small-scale businesses such as restaurants, a winery, microbrewery and/or a chocolate factory. (Business may be required to process discharge prior to entering MBR system)
  2. Encourage theaters, art galleries and culture facilities for evening activities.
  3. Businesses to be oriented toward public open spaces whenever possible.
  4. Develop streets with pedestrian amenities such as wide sidewalks, awnings, street trees and landscaping, and buildings with display windows.
  5. Keep auto circulation compatible with pedestrian circulation and model transportation.
  6. Incorporate bikeways, trolleys / tram stops, and regional transit stops within the Quil Ceda Village boundary.
  7. Coordinate building design, signage, lighting and landscape design to provide diversity and variety in building form and type, open spaces and site features while maintaining a sense of design continuity throughout the site.
  8. Create places for people to gather and physical focal points, such as plazas around clock towers & fountains, etc.
  9. Create your own idea of fun? Whether it’s shopping, eating or entertainment that could be used by persons of all ages.
  10. Integrate a greenbelt.
  11. Enhance wetlands.
